From September 4, 2009, a social security number (SSN) became unaccepted as a form of identification. the Foreign Trade Division of the U.S. Census Bureau required all U.S. Citizens shipping household goods and personal effects overseas to obtain a personal EIN (Employer Identification Number) before the shipment will be permitted to be exported from the United States. The application process itself is quick and simple and can be completed online by following the step-by-step instructions: Go to the Internal Revenue Service Website by clicking the "Get Started Now Button" below. Get Started Now At the bottom of the page locate the APPLY ONLINE NOW link and click once. Click once on the Begin Application button. Customers applying for an EIN for the purpose of filing their export information with the Census Bureau should select “Sole Proprietor” as the legal structure on this page. Once selected click the Continue button once. Again select “Sole Proprietor” and click the Continue button once. Confirm your selection by clicking the Continue button once on this new page. This page requires you to choose a reason for applying for an EIN. Any of these can be selected. Once selected click the Continue button once. Fill out the name, address and SSN fields. Select sole proprietor and click the Continue button once. Leave the field for Trade Name blank and enter the United States as the country where the sole proprietor is located. Select your State of origin and enter today’s date as “Sole Proprietor Start Date”. Click the Continue button once. Answer “No” to the five questions on this page and click the Continue button once. Select “Other” for “What does your business or organization do”. This should not be associated with your employer. Click the Continue button once. Select “Other” as your business’ activity and enter relocation in the blank field. Click the Continue button once. On this screen select “Receive letter online” and click the Continue button once. Review your data on this screen and print a copy for your records. Click the Continue button once. Your EIN number will appear on the following screen. Print your EIN confirmation letter from this screen and save for your records. Once you have the number please enter on your shipper profile and send this completed document back to your origin agent. Under Title 19, section 1467, of the United Stated Code (19 U.S.C 1467), CBP has a right to examine any shipment imported or exported into or from the united statesand it is important to know that you, the importer or exporter must bear the cost of such cargo exams. Per the CBP regulations, it is the responsibility of the importer tomake the goods available for examination—“The importer or exporter shall bear any expense involved in preparing the merchandise for CBP examination and in theclosing of the packages” (19 C.F.R. 151.6). Household effects are not exempt. No distinction is made between commercial and personal shipments. In the course ofnormal operation, CBP does not charge for cargo examination. However, there may still be cost involved for the importer or exporter. For example, if your shipment isselected for examination, it will generally be moved to a Centralized Examination Station (CES) for the CBP exam to take place. A CES is a privately operated facilitywhere merchandise is made available to CBP officers for physical examination. The CES facility will unload (devan) your shipment from its shipping container and willreload it after the exam. The CES will bill you for their services. There are also costs associated with moving the cargo to and from the exam site and with storage. Rateswill vary across the country and a complete devanning may cost several hundred dollars. The CES facility fulfills the need of both CBP and the importer by providingan efficient means to conduct exams in a timely manner.
